ESSER Funding Overview

With the Elementary and Secondary School Education Relief (ESSER) fund, Congress has allocated $190 billion to districts. The funds can be used for different elements of education offerings, including education technology. Many districts are using this funding to purchase CodeHS Pro. Read more below and share this informational PDF with your district.

ESSER Funding Summary:

  • ESSER I: $13.5 billion

  • ESSER II: $54.3 billion

  • ESSER III: $122.7 billion

Educational Technology is covered by ESSER.

The funds can be used for different elements of education offerings, including education technology. The major categories where ESSER funding can be allocated are: Blended, Virtual & Hybrid Learning and Addressing Learning Loss.

The American Rescue Plan Act, passed on March 11, 2021, provided $122.7 billion in supplemental ESSER funding, known as the ESSER III fund; the Office of Elementary and Secondary Education outlines state awards here. The requirements to utilize ESSER III funding are:

  • The SEAs are required to reserve their allocations to carry out activities: 5% to address learning loss, 1% for after school activities, and 1% for summer learning programs.

  • The LEAs must reserve at least 20% of the funding they receive to address learning loss.

  • Two-thirds of ESSER funds are immediately available to states, while remaining funds will be made available after states submit ESSER implementation plans.

How To Access ESSER Funding

ESSER III applications were due June 25th, 2021 and allocations were released starting in April, 2022. At this time, all funding under ARP ESSER (ESSER III) has been allocated to LEAs. Each LEA will have their own process for determining when to spend through the funding. September 30, 2022 was the last date ESSER I II funds were available for obligation by SEA, LEA, or other subgrantees. September 30, 2023 is the last date ESSER II funds are available for obligation by SEA, LEA, or other subgrantees.
